
A new Iowans for Tax Relief Foundation (ITRF) poll of likely general election voters in Iowa reveals overwhelming and consistent support for taxpayer safeguards, including constitutional amendments to protect against income tax hikes, and limits on property tax increases.
The survey, conducted from September 22 to September 23, 2025, found that 71% of Iowans support requiring a two-thirds supermajority of the state legislature to approve any tax increases. This strong backing extends across political lines; 77% of independent voters, and 56% of democrat voters, favor this protection.
Similarly, 72% of voters back a cap on property tax increases, limiting local governments from raising property tax collections by more than 2% annually. Only 12% of Iowans oppose such a measure, reflecting consistent support of this solution since July 2024.
Support for an amendment to the Iowa Constitution guaranteeing a single, uniform income tax rate—commonly referred to as a “flat tax”—remains steady, with 48% in favor and only 22% opposed.
“These findings send a powerful signal: Iowans are demanding meaningful taxpayer protections,” said Chris Ingstad, president of ITR Foundation. “With such strong, bipartisan support for safeguards like a supermajority vote requirement and limits on property tax growth, lawmakers must listen to the Iowans who elected them and implement these reforms.”
As legislators prepare their agendas for the 2026 session, the new ITR Foundation poll makes clear that Iowans view taxpayer protections as a top priority. Voters want policies that ensure fiscal responsibility and guard against excessive tax hikes—especially in light of ongoing economic challenges and the uncertainty surrounding budget negotiations in Washington, D.C.
