A new poll of likely general election voters in Iowa reveals overwhelming support for taxpayer protections, including constitutional amendments to require a supermajority for tax increases and to protect the flat income tax rate, as well as limits on property tax hikes.
The survey, conducted between February 27 and March 2, 2025, found that 71% of Iowans support requiring a two-thirds supermajority of the state legislature to approve any tax increases, with only 13% opposed. This strong backing extends across political lines, including among 71% of independent voters and 60% of democrat voters.
Similarly, 66% of voters favor instituting a cap on property tax increases, limiting local governments from raising property tax collections by more than 2% annually. Only 14% of Iowans oppose such a measure, reflecting consistent support since last fall.
Support for an amendment to the Iowa Constitution guaranteeing a single, uniform income tax rate—commonly referred to as a “flat tax”—remains steady, with 46% in favor and only 25% opposed.
“These results send a clear message: Iowans want strong protections against runaway taxation,” said Chris Ingstad, president of ITR Foundation. “The broad, bipartisan support for measures like a supermajority requirement and property tax limits underscores the urgency of putting these safeguards into law.” As Iowa lawmakers weigh further tax reforms, this latest ITR Foundation poll highlights that taxpayer protections remain a top priority for voters, who seek policies that promote fiscal responsibility and guard against excessive tax hikes amid ongoing inflation concerns.

This probabilistic survey was conducted February 27-March 2, 2025, with 500 likely general election voters. It has a margin of error of ±4.36%. Known registered voters were interviewed via online panel and SMS. This survey was weighted to a likely general election voter universe.
