24 school districts caused Unspeakable Pain according to ITR’s scale (+20%)

Any Iowans looking at their property tax bills can see that they keep going up year after year, but how much exactly? And how much property tax pain are you and your family about to experience from the spending decisions your locally elected officials are making?

ITR Foundation has compiled the year-over-year changes in property taxes and enrollment for each of Iowa’s 325 k-12 school districts. Statewide, school districts are increasing their property tax collections by more than five percent (+5.4%). This increase is on top of other increases: more than six percent for cities (+6.6%) and more than seven percent for counties (+7.6%). Combined, Iowans will spend more than $6 billion in property taxes to fund local government next year.

Even without the burden of cities and counties, 24 school districts caused Unspeakable Pain according to ITR’s scale, meaning they increased their property tax revenue per student by more than 20%. Another 85 school districts imposed Excruciating Pain (+9-20%); 73 Severe Pain (+6-9%); 38 Moderate Pain (+4-6%); and 53 Mild Pain (+0-4%). Taxpayers will avoid pain from schools in the 52 districts that will not have an increase on a per pupil basis.

Those school districts increasing their property tax revenue per student more than 20% are the winners of this year’s county property tax pain award, including:

  • Fifth highest: Durant CSD, with a 37.6% increase
  • Fourth highest: Diagonal CSD, with a 46.4% increase
  • Third highest: Rock Valley CSD, with a 50.0% increase
  • Second highest: Hamburg CSD, with a 55.5% increase
  • WINNER: Harris-Lake Park CSD’s 56.7% increase is the highest in Iowa!
