In 1950, only\u00a0<a href=\"https:\/\/www.iowadatacenter.org\/datatables\/State\/steducation19502000.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">one-third<\/a>\u00a0of Iowans aged 25 and over had high school diplomas or more education. The most-recent data from the U.S. Census Bureau raises that figure to\u00a0<a href=\"https:\/\/data.census.gov\/table\/ACSST1Y2022.S1501?q=Iowa%20Education\" target=\"_blank\" rel=\"noreferrer noopener\">93%<\/a>\u00a0of all Iowans. \u00a0 The creation and expansion of Iowa\u2019s community colleges certainly deserves at least some credit for much of this increase, yet few Iowans understand their funding and operations. To increase familiarity with the inner workings of these institutions, Iowans for Tax Relief Foundation investigated their relationship with taxation.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-cb3a570\" data-block-id=\"cb3a570\"><style>.stk-cb3a570{height:10px !important}<\/style><\/div>\n\n\n\n<p><strong><span style=\"color: #002b85;\" class=\"stk-highlight\">History<\/span><\/strong><\/p>\n\n\n\n<p>Local school boards established Iowa&#8217;s public junior colleges starting in 1918 with Mason City Junior College. In <a href=\"https:\/\/www.legis.iowa.gov\/docs\/publications\/LG\/802016.pdf\">1949<\/a>, the Iowa General Assembly began providing state aid to these establishments, which offered only liberal arts programs until 1958, when Congress initiated financial support for vocational-technical training. By the 1960s, 16 public junior colleges and four post-secondary vocational and technical schools were in operation across Iowa. <\/p>\n\n\n\n<p>In 1965, the 61<sup>st<\/sup> General Assembly of Iowa approved legislation creating a statewide system of post-secondary educational institutions under the direction of the State Board of Education. The existing schools merged to create the 15 community colleges in existence today, each serving a geographical district, as shown in the map below. Funding for these new area schools comes from a combination of federal, state, and local sources in addition to students\u2019 tuition. Total revenue amounted to <a href=\"https:\/\/educateiowa.gov\/sites\/default\/files\/2022-05\/FY23%20Iowa%20Community%20Colleges%20Certified%20Budget%20Report.pdf\">$1.2 billion<\/a> statewide in fiscal year 2021 (FY21), which is expected to have increased by 5.5% for FY23. Over the last five years, only Indian Hills Community College showed <a href=\"https:\/\/www.legis.iowa.gov\/docs\/publications\/FTNO\/1386340.pdf\">declining<\/a> revenue. Des Moines Area Community College (DMACC) has continued to be the largest college in terms of both revenue and enrollment.<\/p>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-15bd534\" data-block-id=\"15bd534\"><style>.stk-15bd534{height:20px !important}<\/style><\/div>\n\n\n\n<iframe title=\"Iowa Community College Revenue by Source\" aria-label=\"Pie Chart\" id=\"datawrapper-chart-7qO55\" src=\"https:\/\/datawrapper.dwcdn.net\/7qO55\/2\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"547\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-5161774\" data-block-id=\"5161774\"><style>.stk-5161774{height:30px !important}<\/style><\/div>\n\n\n\n<p>While tuition and fees provided the most dollars to community college budgets, federal, state, and local funding helped subsidize costs, as well.\u00a0 Following closely behind tuition, state aid was the second-largest source of funds, with local support, mainly comprised of property taxes, as the third-largest source. Federal aid showed significant increases during the COVID pandemic, but those funds are being phased out for an expected return to approximately 5% of total revenue.<\/p>\n\n\n\n<p>The five-year trend presented in the following chart reveals debt proceeds (such as general obligation bonds) as the fastest-growing source of revenue, with a 588% increase from FY19. Separate from taxpayer-backed debt, community colleges\u2019 tax collections have increased as a function of both property tax valuations and rate increases. Local support has increased by nearly 24%, amounting to $208 million in FY23.<\/p>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-1127039\" data-block-id=\"1127039\"><style>.stk-1127039{height:20px !important}<\/style><\/div>\n\n\n\n<iframe title=\"Community College Revenue by Source and FY19-FY23\" aria-label=\"Grouped Columns\" id=\"datawrapper-chart-atuJt\" src=\"https:\/\/datawrapper.dwcdn.net\/atuJt\/2\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"500\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-6a486f7\" data-block-id=\"6a486f7\"><style>.stk-6a486f7{height:40px !important}<\/style><\/div>\n\n\n\n<p><strong><span style=\"color: #002b85;\" class=\"stk-highlight\">Ending Fund Balance<\/span><\/strong><\/p>\n\n\n\n<p>Consistent with the practice at all levels of government, if a fiscal year ends with revenue exceeding expenditures, a fund balance surplus is recorded. If expenditures exceed revenue, the budget deficit requires the use of reserve funds or an increase in taxes to balance the budget. According to the Community Colleges Certified Budget Report linked above, \u201c<em>it has been common practice for colleges to gradually accumulate the fund balance up to some targeted amount that is a cushion to unforeseen future drops in revenues or increases in one-time expenditures<\/em>.\u201d<\/p>\n\n\n\n<p>Prior to the pandemic, community colleges\u2019 ending fund balances were approximately 40% of total expenditures systemwide. As the following chart shows, post-pandemic, the aggregate ending fund balance hit a high of 62% in FY21, with a projection of 49% for FY23.<\/p>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-7419826\" data-block-id=\"7419826\"><style>.stk-7419826{height:20px !important}<\/style><\/div>\n\n\n\n<iframe title=\"Iowa Community College Expenditures vs Ending Fund Balance\" aria-label=\"Interactive line chart\" id=\"datawrapper-chart-pst2J\" src=\"https:\/\/datawrapper.dwcdn.net\/pst2J\/2\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"500\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-default\"\/>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-cd865c5\" data-block-id=\"cd865c5\"><style>.stk-cd865c5{height:10px !important}<\/style><\/div>\n\n\n\n<p><strong><span style=\"color: #002b85;\" class=\"stk-highlight\">Community College Expenditures<\/span><\/strong><\/p>\n\n\n\n<p>Iowa's 15 community colleges offer programs in three major areas of instruction:<\/p>\n\n\n\n<ol>\n<li>Adult education provides part-time programs for adult students that range from high school completion certificates to supplementary career and continuing education curricula.<\/li>\n\n\n\n<li>The preparatory&nbsp;career programs of vocational and technical education&nbsp;provide courses for immediate employment in a wide variety of careers, including nursing, paramedic, carpentry, welding, plumbing, and commercial driving. Many of these training programs require full-time instruction for periods between four weeks and two years.<\/li>\n\n\n\n<li>The college parallel program provides arts and sciences courses that may be transferred to other colleges and universities as the equivalent of the first two years of a four-year baccalaureate degree.<\/li>\n<\/ol>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-eb402ba\" data-block-id=\"eb402ba\"><style>.stk-eb402ba{height:10px !important}<\/style><\/div>\n\n\n\n<p>In total, spending to support these programs across the entire community college system is anticipated to be $1.3 billion in FY23, a nearly 30% increase from FY19. The largest expenditure most recently has been the physical plant, meaning campus facilities. However, in keeping with the increase in debt-driven revenue, over the last five years, physical plant expenditures have enjoyed the largest increase, 97%, followed by student services and learning resources, at nearly 50% growth each, while administration costs have increased 45%.<\/p>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-c342c54\" data-block-id=\"c342c54\"><style>.stk-c342c54{height:20px !important}<\/style><\/div>\n\n\n\n<iframe title=\"Iowa Community College Expenditure by Type\" aria-label=\"Grouped Columns\" id=\"datawrapper-chart-KCEVI\" src=\"https:\/\/datawrapper.dwcdn.net\/KCEVI\/2\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"500\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-b8fbf63\" data-block-id=\"b8fbf63\"><style>.stk-b8fbf63{height:10px !important}<\/style><\/div>\n\n\n\n<p><span style=\"color: #002b85;\" class=\"stk-highlight\"><strong>Enrollment<\/strong> <\/span><\/p>\n\n\n\n<p>The statewide system of community colleges began with slightly more than <a href=\"https:\/\/educateiowa.gov\/document-type\/fall-enrollment\">9,000 students<\/a> in 1965. Since that time, enrollment has increased almost every year, peaking in 2010, at 106,597 students. A gradual decline followed, with the COVID-19 pandemic causing a drop of more than 5,000 students between 2019 and 2020 alone.<\/p>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-87a9f5e\" data-block-id=\"87a9f5e\"><style>.stk-87a9f5e{height:20px !important}<\/style><\/div>\n\n\n\n<iframe title=\"Community College Enrollment in Iowa\" aria-label=\"Interactive line chart\" id=\"datawrapper-chart-o2s4k\" src=\"https:\/\/datawrapper.dwcdn.net\/o2s4k\/2\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"500\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-116adca\" data-block-id=\"116adca\"><style>.stk-116adca{height:30px !important}<\/style><\/div>\n\n\n\n<p>While total numbers have recovered somewhat from the pandemic, enrollment is still not near its level of 15 years ago, and the student body is increasingly part-time. Part-time enrollment reached an all-time high in 2023, making up two-thirds of the total. During the same period, the count of full-time students dropped significantly.<\/p>\n\n\n\n<p>Over the last five years, the DMACC has achieved the highest enrollment figures, at more than 20,000, while the next-largest school has been Kirkwood, at 12,000. The remaining 13 schools have an average enrollment of 3,700 students, with the lowest being Northwest Iowa and Southwestern.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-aae5930\" data-block-id=\"aae5930\"><style>.stk-aae5930{height:10px !important}<\/style><\/div>\n\n\n\n<p><strong><span style=\"color: #002b85;\" class=\"stk-highlight\">Property Tax Levies<\/span><\/strong><\/p>\n\n\n\n<p>While they do not represent the largest funding source for Iowa\u2019s 15 community colleges, property owners in all districts are paying taxes to these institutions. In addition to an unrestricted general levy, eight additional special purpose levies are available to the colleges. Six of the nine levies require simple board approval to be imposed; three others require voter approval in some form. The total property tax dollars collected by community colleges in FY23 amounted to more than $200 million. <\/p>\n\n\n\n<p>The following table describes each levy, with details about how it is imposed and whether the state has capped its rate.<\/p>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-f03b171\" data-block-id=\"f03b171\"><style>.stk-f03b171{height:20px !important}<\/style><\/div>\n\n\n\n<iframe title=\"Iowa Community Colleges Tax Levy Options and Total FY23 Revenue\" aria-label=\"Table\" id=\"datawrapper-chart-rVfDV\" src=\"https:\/\/datawrapper.dwcdn.net\/rVfDV\/2\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"610\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-b08c705\" data-block-id=\"b08c705\"><style>.stk-b08c705{height:30px !important}<\/style><\/div>\n\n\n\n<p>The table below shows the total levy rates for each community college over the last decade. Iowa Valley has the highest overall average tax rate, at $1.54 per $1,000 of valuation, while the DMACC has the lowest, at $0.67.<\/p>\n\n\n\n<p>As of FY24, all community colleges in Iowa take advantage of five of the nine levies, while the Bonds &amp; Interest levy is used by 12, and the Unemployment Compensation levy is used by seven. The Standby levy remains unused. All 15 colleges impose the maximum allowable rate for the Unrestricted General and Facilities\/Plant Funds levies, along with the maximum voter-approved rate for Equipment Replacement.<\/p>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-f5cd12a\" data-block-id=\"f5cd12a\"><style>.stk-f5cd12a{height:20px !important}<\/style><\/div>\n\n\n\n<iframe title=\"Iowa Community College Final Property Tax Rates\" aria-label=\"Table\" id=\"datawrapper-chart-Jsaqc\" src=\"https:\/\/datawrapper.dwcdn.net\/Jsaqc\/2\/\" scrolling=\"no\" frameborder=\"0\" style=\"width: 0; min-width: 100% !important; border: none;\" height=\"703\" data-external=\"1\"><\/iframe><script type=\"text\/javascript\">!function(){\"use strict\";window.addEventListener(\"message\",(function(a){if(void 0!==a.data[\"datawrapper-height\"]){var e=document.querySelectorAll(\"iframe\");for(var t in a.data[\"datawrapper-height\"])for(var r=0;r<e.length;r++)if(e[r].contentWindow===a.source){var i=a.data[\"datawrapper-height\"][t]+\"px\";e[r].style.height=i}}}))}();<\/script>\n\n\n\n<div class=\"wp-block-stackable-spacer stk-block-spacer stk--no-padding stk-block stk-94602b0\" data-block-id=\"94602b0\"><style>.stk-94602b0{height:30px !important}<\/style><\/div>\n\n\n\n<p>Iowa\u2019s property valuation growth over the last decade \u2014 the value of the real estate to which the rates are applied \u2014 has given Iowa\u2019s community colleges a significant increase in property tax collections. All have increased their levy rates, as well. Consequently, over the last decade, total systemwide property tax collections have increased 76.5%, or nearly $100 million.
