Strong Fiscal Rules Lead to Better Tax Policy

This year is shaping up to be a big one for tax relief. From Mississippi to Kansas to Virginia to Iowa, elected officials are taking many paths to make taxes less burdensome, but they should all bear one thing in mind: without spending discipline, sound tax policy is impossible to maintain over the long term. Government officials at both the state and federal levels have been trying for years to tax and spend their way to fiscal success. This is no way to build a stable fiscal house. Luckily, some states this year are exploring the kinds of strong budgetary rules that create the conditions for prosperity.

A Victory for Free Speech on Campus

These days, it seems the last place where the free exchange of ideas is tolerated is a college campus. Too often we read about an example of a university administrator stamping out free expression and thought in the name of promoting ephemeral concepts like “social justice” or a “safe environment for learning.” Rather than promoting an environment where students and faculty exchange viewpoints and learn to live in a world where not everyone thinks alike, the trend is to treat certain views as out of bounds and subject to discipline.

It’s Time for a Healthcare Reform Checkup

It is impossible for me to imagine that we will see any meaningful healthcare reform soon. Nothing substantive has been offered by President Joe Biden’s administration, despite earlier declarations that “Obamacare” would be expanded as “Bidencare”.  Given the logjam in the Senate, thanks in large part to Senators Joe Manchin (D-WV) and Kyrsten Sinema (D-AZ), any proposal which is unlikely to be offered in the next few months seems equally unlikely to pass.

Time for Greater Accountability in Education

Parents across Iowa are demanding greater accountability from public schools. The COVID-19 pandemic, along with current social and political movements, has raised significant concerns from parents about what is happening in K-12 classrooms across the state. Parents want greater visibility into what their children are learning and what types of books and other resources are utilized in school. Whether it is radical 1619 Project curriculum or controversial books that use vulgar words and portray explicit and pornographic content, curriculum concerns are driving this demand for more transparency and accountability. Requiring public schools to be fully transparent about classroom curriculum, available books and other resources within schools is a commonsense and much-needed reform.

Governor’s Tax Plan By The Numbers

A state’s tax code is a tricky thing. No two states have identical laws governing their tax systems, so a direct, apples-to-apples comparison between states is impossible. There are lots of details and the details really matter. For instance, what is the standard deduction allowed by a state? This varies across the country, and becomes a key aspect of the tax plan released by Governor Kim Reynolds last week. But a good starting point for a review of all 50 state tax codes is the top marginal tax rate. Stated simply, the top marginal tax rate is the highest rate any given state levies on the income of its citizens and businesses.

However, in too many school districts, cities, and counties there is a gap between the amount of property taxes extracted from citizens and the growth of the community. For example, one Iowa school district is collecting 90 percent more in property taxes than it did 10 years ago while the number of students has remained the same.
